PDF and WebP can differ in compression, metadata, transparency, animation, container or codec support. The result follows the capabilities of WebP.

PDF stores fixed pages. Converting PDF to WebP creates a new representation of those pages; it does not restore the original authoring file.
Each PDF page is rasterized as a WebP image. A multi-page PDF produces multiple images delivered together rather than one long image.
Check page resolution, small text, transparency or color changes and confirm that every page was rendered.
The downloaded file uses WebP. Check the result if the source contains transparency, animation, embedded fonts, metadata or other format-specific features.
