CSV is a flat tabular text format. It carries rows and columns but not normal workbook styling, charts or multiple sheets. CSV has no standard place for workbook formulas, styles, merged cells or sheet structure; converting it to a workbook creates a container around the available table data rather than restoring missing workbook features.
Microsoft Excel 97–2003 is intended for editable spreadsheet workbooks. Formula syntax, charts, external links and application-specific formatting should be checked after migration.
Creating XLS, XLSX or ODS from CSV gives the table an editable workbook container, but it does not invent formulas, styles, charts or additional sheets that were not in the CSV. CSV has no standard place for workbook formulas, styles, merged cells or sheet structure; converting it to a workbook creates a container around the available table data rather than restoring missing workbook features. The conversion is performed with an isolated headless LibreOffice profile. Features that have no equivalent in the destination format can be changed, flattened or omitted.
